Introduction
     Just as he did for the United States Garbage Pail Kids All-New Series 1 and United States Garbage Pail Kids All-New Series 2, Jay Lynch created sketches for the United States Garbage Pail Kids All-New Series 3 and faxed them over to Topps.  Topps decided if the sketch idea was to be used, reworked, or rejected.  Topps would send the approved ideas over to the artists so that they could create the final paintings.  If the sketches needed to be reworked, Jay would make the appropriate changes and fax the new sketch back to Topps.  Jay was kind enough to send me Xeroxes of the sketches he created for the series, so I could display them on the website for the fans.  A few of the other artists who worked on the All-New Series 3, Dave Gross; Strephon Taylor; Keith Webb; and Jeff Zapata, sent me copies of some of their artwork, and their artwork is also displayed in this section.
 
     In the sections below are the pictures of the artwork I was sent.  I only provided the picture of the character for each sketch.  Below the pictures of the sketches are the notations that were on the sketches along with where the notations were written on the sketches.  Some of the notations pointed to certain objects in the sketch with an arrow.  I included any of the potential character names that were written on the sketch.  I also included information about what happened with the idea, so you would know whether it was used for this series, another series, or rejected.  If an idea or part of an idea was rejected, Jay would write "No" on the sketch.  I grouped the artwork together that was developed in a sequence.  For each section, the numbers on the pictures correspond with the numbers on the descriptions below.

     Just above are some of the sketches used for the United States Garbage Pail Kids All-New Series 3 card fronts, and the descriptions of the sketches are listed just below.  I also placed artwork in this section that was used for the All-New Series 3 or that was the same as a concept used in a previous Garbage Pail Kids series.  Most of the artwork is from Jay Lynch, but there are a few items from Dave Gross, Strephon Taylor, Keith Webb, and Jeff Zapata, also.  The artwork is in sequence with the card numbers from the All-New Series 3 (e.g., Item 1 corresponds with card 2a Jet Ski Jesse / 2b Flayed Jay, Item 2 corresponds with card 3a Saucey Sarah / 3b Mary Nara, etc.).  You can see that many of the sketches look very different than the final paintings.

   (on bottom): It's kind of hard to make this one out in black and white.  The kid is on a jet ski.
                      He is going so fast that his flesh is blowing off his bones.  So we see a
                      skeleton (which still retains the human eyeballs) driving the thing - and the flesh
                      and bathing suit of the kid are still stuck to the bones - and blowing in the wind
                      behind the kid as he speeds on.

     Dave had asked me about the first sketch.  I told him that it was just a kid being kicked.  I suggested that he change the concept to a kid punting or kicking his own head, and the characters neck would be stretched far out.  Dave reworked the idea and made it so that the kicker is kicking the ball holder's head.  The concept was used for the United States Garbage Pail Kids All-New Series 3 cards Field Goal Joel and 37b Kicked Mick.

     Just above are some of the unpublished sketches and artwork that was created for the United States Garbage Pail Kids All-New Series 3, and the descriptions of the unpublished sketches and artwork are listed just below.  The artwork is from Dave Gross, Jay Lynch, and Keith Webb.  Some of the concepts were already done in previous Garbage Pail Kids series and probably will not be used again.  There were concepts that covered topics that kids would not be familiar with, there were concepts that kids could get hurt by mimicking, and there were concepts that used trademarked characters.  Even though the artwork did not get used for the All-New Series 3, there is always the possibility that a concept could be reworked and used for another Garbage Pail Kids series.

     This concept and Possessed Jess/Rex Orcist first appeared on the Internet as a joke.  I thought the artwork and concepts were great, so I sent them to John Williams.  He liked the artwork and decided to give Keith Webb a chance at doing some of the concept artwork.  Topps ended up using a few of Keith's concepts in the United States Garbage Pail Kids All-New Series 3, but they did not use this one.

     This concept was not used.  It is similar to the United States Garbage Pail Kids 14th Series characters 553a Cold Sore Lenore and 553b Kissy Missy.  I really like this concept and thought it was one of the best ones I had the chance to look at.  I was not sure why this concept was passed on.  It could have been because it was similar to the other GPK character or because Charlie Chaplin is a registered trademark.

Closing Comments
     The United States Garbage Pail Kids All-New Series 3 was a small step in the right direction for Topps.  There were new items produced for the series, which were supposed to create more interest for the collectors.
 
     The All-New Series 3 artwork was much improved over the All-New Series 2 artwork, but there was still room for improvement.  The artists who worked on the All-New Series 3 still seemed to be using very different styles, and the look of the characters was not as consistent as the original Garbage Pail Kids series.  I am not sure if any of the new Garbage Pail Kids series will ever be as good or better than the original Garbage Pail Kids series unless the artwork is consistent and excellent quality.
 
     Topps still did not correct the problem with how the cards were numbered.  The card numbering started again back at 1a and 1b instead of continuing on at 41a and 41b.  This meant there were now four sets with the same card numbers, which can be very confusing to collectors.  As I had mentioned in the All-New Series 2 section, this problem can be corrected by putting some sort of series title or marking on the borders of the cards, so collectors can differentiate the cards from the other series.
 
     There were not nearly as many promotions and advertisements for the All-New Series 3 as there were for the All-New Series 1 or the All-New Series 2, and this probably hurt sales.  I was disappointed not to see more publications with advertisements and articles about the All-New Series 3.
 
     Once again, there were problems with how the items were distributed to the various stores.  Some stores received the items weeks before other stores.  Instead of waiting for the items to arrive at the local stores, many collectors went to the Internet to buy items even though they were at a higher cost.  The bonus boxes were also elusive items, which many collectors had to buy on the Internet instead of at local stores.  This was a significant frustration that many collectors experienced with the All-New Series 3 just as they did with the All-New Series 2.
 
     Just as with the All-New Series 2, there were quite a few first names repeated for the characters.  There were 38 first names that were used in the All-New Series 3 that were previously used in the All-New Series 1 and/or All-New Series 2.  It is very easy to choose first names that were not used in any other Garbage Pail Kids series just by looking at the checklists of the previous series.  There are plenty of online resources that will allow you to view hundreds of first names, so there really is no excuse for the repeated first names.  The more first names there are the larger the audience the cards will appeal to.
 
     A significant problem with the All-New Series 3 was that it was very expensive to collect all of the insert cards.  The All-New Series 3 was promoted as having twice as many scratch 'n stink cards as the All-New Series 2, but this meant collectors would have to buy at least 4 boxes if they were to make a complete set of 24 scratch 'n stink cards because there were only 6 per box.
 
     The pop-up cards were new for Garbage Pail Kids, but they posed little to no interest for most collectors.  The foil cards used artwork from the original United States Garbage Pail Kids 12th and 13th Series, but regardless of what Topps does with the foil cards no one really seemed to get excited over them.
 
     Topps added even more expense to the All-New Series 3 by creating three bonus boxes for collectors to hunt down, which was one more bonus box than in the All-New Series 2.  It was bad enough to hunt down the bonus boxes, but there was a manufacturing problem, which damaged some of the bonus cards in the packaging process.  If you were to send Topps a wrapped bonus card that was damaged, they would send you an unwrapped bonus card in return, and the packaging they would send the card in would not adequately protect the card from damage.  I experienced this problem with the two bonus cards I sent to Topps, and I was extremely frustrated by it.  I did contact Topps about the packaging problem, and I am hopeful that it will be corrected.
 
     Another new item to Garbage Pail Kids was the promo card.  The exclusive promo card was handed out at the San Diego Comic-Con International.  It was an interesting item to add to the Garbage Pail Kids inserts, but it seemed like just one more item to collect.  I would have liked the promo card to look a little more unique than the regular cards.  This was also the problem with the bonus cards.  The "special" cards should stand out a lot more than the regular cards (e.g., silver card border, a prism-like Garbage Pail Kids banner, a different card shape, etc.).
 
     I liked seeing the improvements in the artwork for the All-New Series 3, and I hope that Topps continues to improve the artwork in any upcoming Garbage Pail Kids series.  The card numbering problem and the item distribution problem might not ever get corrected, but Topps definitely can make changes to help correct them.  I hope that Topps continues to experiment with new insert items as long as there is some interest in the items by collectors (i.e., see that collectors would like the inserts before forcing the collectors to buy them).  The price to collect all of the items for an upcoming series will hopefully be reduced by cutting down on the number of insert cards needed to make a complete set.  While I still feel Topps was tinkering with a recipe that was perfected back in the 1980s, there obviously needed to be changes for today's market.  But, any new changes should not be too far from the initial plan, or Topps will be putting the "Garbage Pail Kids" title on something that taints what Garbage Pail Kids were originally about.
